The Town of Duxbury received yet another notice of resignation on July 23, this time from select board member Mike Marshall. While Marshall’s resignation is not directly connected to that of former road foreman Steve Manosh, both point to growing feelings of unrest with regards to the town’s government.
In his letter, Marshall condemns what he sees as a current lack of democracy in Duxbury’s select board. “Due to the present chairman’s [Dick Charland’s] blatant disregard for policy and procedure, he has taken it upon himself to sidestep the board as a whole on several occasions,” he wrote.
“Duxbury is not a monarchy,” he wrote, although according to his letter he believes Charland’s disregard for his fellow board members’ and townspeople’s ideas and opinions have often indicated otherwise.
Marshall also cites “a conflict of interest” between Charland’s position as chair of the select board and chair of the road committee—which Charland himself created—as further reason for his disapproval of the town’s current governance, stating that he believes “no individual should be allowed to chair more than one committee.”
Lastly, Marshall said that an “important family medical situation” does not allow for scheduling around select board meetings and events.
The select board will soon announce a meeting to discuss filling Marshall’s position.
